भारत के चुनाव आयोग (Election Commission of India) का परिचय
भारत के चुनाव आयोग (Election Commission of India, ECI) भारत की लोकतांत्रिक प्रक्रिया का सबसे महत्वपूर्ण स्तंभ है। यह एक स्वतंत्र और स्वायत्त निकाय है, जो देश में चुनाव प्रक्रिया को निष्पक्ष, पारदर्शी और निष्कलंक रूप से संचालित करता है। चुनाव आयोग का मुख्य कार्य लोकसभा, राज्य विधानसभाओं, राष्ट्रपति और उपराष्ट्रपति के चुनावों का आयोजन करना है।
स्थापना और इतिहास (election commission of india)
भारत के चुनाव आयोग की स्थापना 25 जनवरी 1950 को भारत के संविधान के तहत की गई थी। भारतीय संविधान का अनुच्छेद 324 चुनाव आयोग को स्वतंत्र रूप से काम करने का अधिकार प्रदान करता है। चुनाव आयोग को स्वतंत्र और निष्पक्ष चुनाव सुनिश्चित करने का उत्तरदायित्व दिया गया है, ताकि देश में लोकतंत्र सुचारू रूप से काम कर सके।
शुरुआत में चुनाव आयोग एक सदस्यीय निकाय था, जिसमें सिर्फ एक मुख्य चुनाव आयुक्त (Chief Election Commissioner) होता था। 1989 में आयोग को तीन सदस्यीय बनाया गया, जिसमें एक मुख्य चुनाव आयुक्त और दो चुनाव आयुक्त (Election Commissioners) होते हैं। 1991 से यह व्यवस्था स्थायी रूप से लागू हो गई।
चुनाव आयोग की संरचना (election commission of india)
चुनाव आयोग का मुख्यालय नई दिल्ली में स्थित है, और इसमें मुख्य चुनाव आयुक्त के अलावा दो अन्य चुनाव आयुक्त होते हैं। ये सभी राष्ट्रपति द्वारा नियुक्त किए जाते हैं। मुख्य चुनाव आयुक्त और चुनाव आयुक्तों का कार्यकाल 6 वर्ष या 65 वर्ष की आयु, जो भी पहले हो, तक सीमित होता है। मुख्य चुनाव आयुक्त की स्थिति और शक्तियाँ सुप्रीम कोर्ट के न्यायाधीश के समकक्ष होती हैं, और वे अपनी स्वतंत्रता सुनिश्चित करने के लिए किसी भी दबाव से मुक्त होते हैं।

चुनाव आयोग के कार्य और उत्तरदायित्व अत्यंत व्यापक और विविध होते हैं, जो भारतीय लोकतंत्र के संचालन के लिए अति महत्वपूर्ण हैं:

चुनावों का आयोजन: चुनाव आयोग देशभर में लोकसभा, राज्य विधानसभाओं, और राष्ट्रपति एवं उपराष्ट्रपति के चुनावों का आयोजन करता है। इसके अलावा राज्यसभा और विधान परिषदों के चुनावों का भी आयोजन आयोग द्वारा किया जाता है।

चुनावों की समय सारणी: चुनाव आयोग यह तय करता है कि चुनाव कब होंगे। चुनाव की तिथियां, नामांकन पत्र जमा करने की अंतिम तिथि, मतदान की तिथि, और परिणामों की घोषणा की तिथि आयोग ही तय करता है।

आचार संहिता (Model Code of Conduct): चुनाव आयोग चुनाव प्रक्रिया के दौरान राजनीतिक दलों और उम्मीदवारों के लिए आचार संहिता लागू करता है। इसका उद्देश्य चुनावी प्रक्रिया को स्वच्छ, निष्पक्ष और हिंसा-मुक्त बनाना है।

मतदाता सूची (Electoral Roll) का प्रबंधन: चुनाव आयोग मतदाता सूची तैयार करता है और इसे समय-समय पर अद्यतन करता है, ताकि सभी योग्य नागरिकों को मतदान का अधिकार मिल सके।

वोटिंग प्रक्रिया: चुनाव आयोग वोटिंग प्रक्रिया को सुचारू रूप से आयोजित करता है। यह इलेक्ट्रॉनिक वोटिंग मशीन (EVM) और हाल ही में VVPAT (Voter Verifiable Paper Audit Trail) का इस्तेमाल सुनिश्चित करता है ताकि मतदान प्रक्रिया में पारदर्शिता बनी रहे।
